In July 2025, flash floods struck the Texas Hill Country, and many people did not receive clear, timely warnings. Lives were lost, homes were damaged, and the need for stronger preparedness was clear. Sanchez lays out a practical plan aimed not only at viewers, but also at local and state leaders who can put solutions into place. The film highlights a layered alert approach, including automatic triggers from USGS stream gauges and radar, outdoor sirens and loudspeakers, and emergency messages delivered through cell-broadcast alerts and TV/radio interruptions. It’s straightforward and actionable—and the film argues that adoption and drills are essential for it to work.
